Raqeem is used in the Quran in Suratul Kahf:
Do you think that the Men of the Cave and raqeem were one of Our wondrous signs? (Quran 18:9)

Raqim is Noun and Raqeem is its product. It can be said that Raqim is a writer and Raqeem is the book or a transcript or that writing he writes. The writing of Raqim can’t be ignored coz he does not write to write only but to write for a reason. If we move more deep,it can be calculated that he is like a lawyer in favour of human against God.
