Zobia (Dhubiyyah actually) is the name of a place in the city of al-Madinah mentioned by Ibn Hisham in his biography of the Prophet (peace and blessings of Allah upon him). It is near al-Masjid an-Nabawi (the Prophet's Mosque).
Zoubia is a town in northern Jordan.
Zobia is derived from the DHAA-B-A root which is not used anywhere in the Quran. But since it is related to Islamic history, you may consider it an "Islamic" name.
Muslims may use Zobia or Zoubia or other spellings of these words.
