Answer

Khaqan was the title of the Turkish and Mongol rulers, it originally comes from Khankhan, which means "king of kings". We do not recommend using this name because the meaning of "king of kings" (in Arabic it is Malik al-Mulk) is considered specific to Allah alone by many scholars and therefore it is forbidden to use.
Ghafran is a variant of Ghufran, which means "forgiveness" in Arabic. Ghufran is used once in the Quran in verse 2:285.
