Saiful means "sword of", and Azman in Arabic means "times", "eras", "ages", and "seasons." So Saiful Azman means Sword of Times. You can use it if you like since the meaning isn't bad. It is not a Quranic name directly or indirectly.
Muslims shouldn't consider names to decide a person's growth and future, this is completely against Islam and is considered shirk, idolatry, to consider that there is another power besides Allah. Only Allah knows a person's future and only He can decide and improve a person's growth and future. Names have no power. This is just folklore superstition and is against the meaning of Islam.
