What is the meaning of the name Arsal / Ersal? Is it a Quranic name as in “Arsal naka”? And does it mean “Sent” or “God Sent”?

Arsal is an Arabic verb that means "he sent", it is short form of Arsala. You only say Arsal if it is at the end of a sentence. If it is not in a sentence, it is said as Arsala.
We haven't seen Arsal/Arsala used as a name. You can use it as a name since it doesn't have a bad meaning.

Salam, we named our baby Arsal.. Can we put Daniyal as a middle name, as it seem to be an incomplete name to me now, and it’s hard for me to change it, as everyone knows his name now.. It’s Arsal Khan, can we do Arsal Daniyal Khan.
