Shooraa is variant of Shuraa and has the exact same meaning and pronunciation (see below for full meaning). You can use either Shooraa or Shuraa, both are correct and acceptable. Full Meaning of Shooraa

Shura is an Arabic name for boys and girls that means “consultation”, “council”. It is the name of chapter 42 of the Quran. It can also be a phonetic variant of Shurah, in which case it means “view”, “honeycomb cell”.
