Fatiha is the name of the first chapter of the Quran and it is permissible to use it. Scholars like Ibn al-Qayyim consider it a disliked thing (“makrooh”) to use names of the chapters of the Quran as baby names. For this reason it is best to avoid this name (even though it is not prohibited). But if someone’s name is Fatiha, there is no need to change it since it doesn’t have a bad meaning.
