The phrase اُلىالالباب appears many times in the Qur’an. It appear first at surat ul bakra (ayat 197). It means “men of understanding/knowledge.” In this specific ayat, Allah is saying “So fear me, o men of understanding/knowledge!” This phrase will appear many times in the Qur’an.
