It’s not an Arabic name it’s an old Persian Zoroasterian name. Means related to sun and Mitra god. Which was the god of sun.

Mehran is a purely persian name etymologically
Comes from mehr meaning kindness

As the first comment mentions it is derived from Mitra which was worshiped as the god of sun. The name is widely spread in Armenia. In fact I believe its mostly used by Armenians nowadays.
