Now my question is that its meaning is rain falling silent which is strange how it can be silent.?my much concern is that my son is 3yrs old now but he is not talking yet and dr are pointing it could be more than speech delay.pls advice can I change his name? is it ok to change name ? or would it be a sin to change?

There is no reason to think that a name's meaning affects the child. We do not have any such concept in Islam. I've seen rain fall silently, maybe you haven't. It happens when there is little wind and the drops are very small.
You are allowed to change the name, there are no rulings regarding changing names and it is generally considered permissible.
